HARD STARTING, FALSE STARTING OR NO START

VEHICLES AFFECTED: 1989 A/J/L/W W/2.8/3.1 1990 W W/3.1

APPLICATION: 1989 A/J/L CARS W/2.8L ENGINE AND 1989 W-CAR W/2.8L AND 3.1L ENGINES

1990 W-CAR W/3.1 (CHEVROLET ONLY)

Customers may comment of a hard starting, false starting, or a no start condition with vehicles having the above engine and model year combinations. This condition may also be described as a stall after start. Vehicles that display these conditions may have a Idle Air Control (IAC) valve pintle that moves when the engine is off.

If the subject condition is described by the customer, then complete the following:

1. Perform diagnostics, per Section 6E of the Service Manual. Replace any defective parts.

2. Make certain that all other bulletins for starting conditions have been considered and that the latest MEMCAL is installed in the vehicle.

3. If no problems were found using normal diagnostics, the latest MEMCAL is installed in the vehicle, and the condition still persists, then replace the Idle Air Control (IAC) valve with a new P/N 17112351.
