SUBJECT: SECOND ROW-RIGHT SEAT TO POWER SLIDING DOOR TRIM INTERFERENCE

CAMPAIGN UPDATE FOR CHEVROLET, 94C27(A): CORRECTION WAS MADE TO THE LABOR OP. NUMBER.

TO: ALL <DIVISION> RETAILERS

THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE OWNER HAS TENDERED IT FOR REPAIR. A FAILURE TO REPAIR WITHIN SIXTY (60) DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME.

IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.

TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOLUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH OWNER AND TO REPAIR THEIR VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE INCLUDED COPY OF THE LETTER THAT IS BEING SENT TO OWNERS, THE OWNERS ARE BEING INSTRUCTED TO CONTACT THE OLDSMOBILE CUSTOMER ASSISTANCE NETWORK (OCAN) IF THEIR RETAILER DOES NOT REMEDY THE CONDITION WITHIN FIVE (5) DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, THEY ARE INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.

DEFECT INVOLVED GENERAL MOTORS HAS DETERMINED CERTAIN 1993 AND 1994 <DIVISION> U-VAN VEHICLES EQUIPPED WITH THE OPTIONAL CHILD SEAT (RPO AD8 OR AD9) AND POWER SLIDING SIDE DOOR (RPO E58) FAIL TO CONFORM TO FEDERAL MOTOR VEHICLE SAFETY STANDARD (FMVSS) 208, "OCCUPANT CRASH PROTECTION". THE SHOULDER BELT FOR THE PASSENGER SIDE, SECOND ROW SEAT MAY BECOME "PINCHED" BETWEEN THE BACK OF THE SEAT AND THE DOOR FRAME PILLAR (CENTER OR "C" PILLAR) TRIM. AS A RESULT, THE SHOULDER BELT MAY NOT RETRACT PROPERLY AND, IN THE EVENT OF A VEHICLE CRASH, INJURY TO THE SEAT OCCUPANT COULD OCCUR.

THE INVOLVED 1994 VEHICLES HAVE AN OPTIONAL BUILT- IN CHILD SEAT (RPO AD8 OR AD9) INSTALLED NEXT TO THE POWER SLIDING DOOR. THE 1993 INVOLVED OLDSMOBILE SILHOUETTE VEHICLES HAVE STANDARD SEATS IN THAT SAME POSITION.

TO CORRECT THIS CONDITION, RETAILERS ARE TO REPLACE THE DOOR FRAME PILLAR (CENTER OR "C" PILLAR) TRIM PANEL WITH A REDESIGNED TRIM PANEL. IN ADDITION, A CAUTION LABEL WILL BE APPLIED TO THE CHILD SEAT ADVISING THE OWNER NOT TO INSTALL THE SEAT TO THE PASSENGER SIDE OF ANY OTHER VEHICLE WITH A POWER SLIDING SIDE DOOR.

OWNER NAME AND ADDRESS DATA FURNISHED WILL ENABLE RETAILERS TO FOLLOW-UP WITH OWNERS INVOLVED IN THIS CAMPAIGN.

THESE LISTINGS MAY CONTAIN OWNER NAMES AND ADDRESSES OBTAINED FROM STATE MOTOR VEHICLE REGISTRATION RECORDS. THE USE OF SUCH MOTOR VEHICLE REGISTRATION DATA FOR ANY OTHER PURPOSE IS A VIOLATION OF LAW IN SEVERAL STATES. ANY RETAILER ORDERS FOR CENTER PILLAR TRIM PANEL KITS RECEIVED BY GMSPO DURING THE FIRST 45 DAYS FOR THE FIRST 45 DAYS AFTER THE RELEASE OF THIS RECALL WILL BE CANCELED. ADDITIONAL MATERIAL MAY ONLY BE OBTAINED BY CONTACTING THE OLDSMOBILE TECHNICAL ASSISTANCE CENTER (TECH LINE) AT 517-885-OLDS AND PROVIDING THEM WITH YOUR RETAILER CODE AND THE INVOLVED VEHICLE IDENTIFICATION NUMBER (VIN) FOR VERIFICATION.

EACH KIT CONTAINS: 1 INSTRUCTION SHEET 1 CENTER ("C") PILLAR TRIM PANEL 1 PIECE OF BLACK FOAM TAPE 1 SEAT LABEL

RETAILERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO OWNERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD.

OWNERS OF VEHICLES RECENTLY SOLD FROM YOUR NEW VEHICLE INVENTORY WITH NO OWNER INFORMATION INDICATED ON THE RETAILER LISTING ARE TO BE CONTACTED BY THE RETAILER, AND ARRANGEMENTS MADE TO MAKE THE REQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING, TO SUCH OWNERS, A COPY OF THE OWNER'S LETTER INCLUDED IN THIS BULLETIN. CAMPAIGN FOLLOW-UP CARDS SHOULD NOT BE USED FOR THIS PURPOSE, SINCE THE OWNER MAY NOT AS YET HAVE RECEIVED THE NOTIFICATION LETTER. SERVICE PROCEDURE (FIGURE 1) 1. REMOVE RIGHT HAND THIRD ROW SEAT AND FOLD RIGHT HAND SECOND ROW SEAT FORWARD. 2. REMOVE RIGHT HAND WHEEL HOUSE UPPER TRIM ASSEMBLY (FIGURE 1, ITEM 1). 3. REMOVE UPPER AND LOWER SEAT BELT ANCHOR BOLTS (FIGURE 1, ITEM 2) FROM CENTER PILLAR TRIM ASSEMBLY. 4. REMOVE CENTER ("C") PILLAR TRIM PANEL (FIGURE 1, ITEM 3). 5. CLEAN POWER SLIDING DOOR PULLEY ASSEMBLY (FIGURE 1, ITEM 4) OF DUST AND DIRT, AND REMOVE YELLOW STICKER IF PRESENT. SHADED AREA SHOWN IN FIGURE 1 IS AREA TO BE CLEANED. 6. REMOVE BACKING FROM BLACK FOAM TAPE SUPPLIED IN KIT (FIGURE 1, ITEM 5) AND INSTALL ABOVE AND IN FRONT OF PULLEY ASSEMBLY (FIGURE 1, ITEM 4). 7. THREAD SEAT BELT WEBBING THROUGH SLOTS IN NEW TRIM PANEL (FIGURE 1, ITEM 6) AND INSTALL TRIM TO PILLAR. 8. REINSTALL SEAT BELT USING BOLTS REMOVED IN STEP 3 ABOVE AND TORQUE BOLTS TO 42 NM (31 LB. FT.). BE CERTAIN BELT IS NOT TWISTED. 9. REINSTALL WHEEL HOUSE UPPER TRIM ASSEMBLY, AND SECOND AND THIRD ROW SEATS. 10. WHILE SEATED IN THE RIGHT HAND SECOND ROW SEAT, BUCKLE UP SEAT BELT AND RELEASE THREE (3) TIMES TO CHECK OPERATION OF BELT SYSTEM. 11. INSTALL LABEL FROM KIT TO RIGHT HAND SECOND ROW SEAT AS SHOWN IN SEAT ILLUSTRATION PORTION OF FIGURE 1. 12. INSTALL A CAMPAIGN IDENTIFICATION LABEL.

CAMPAIGN IDENTIFICATION LABEL EACH LABEL PROVIDES SPACE TO PRINT THE CAMPAIGN NUMBER AND THE FIVE (5) DIGIT RETAILER CODE OF THE RETAILER PERFORMING THE CAMPAIGN. INSERT THIS INFORMATION WITH A TYPEWRITER OR BALL-POINT PEN. WHEN INSTALLING THE LABEL, CLEAN AND DRY THE SURFACE OF THE RADIATOR SUPPORT TIE BAR AND APPLY THE CAMPAIGN LABEL WHERE IT IS READILY VISIBLE.

EACH CAMPAIGN IDENTIFICATION LABEL IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER.
