The Highway Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the owner letter, the owners are being instructed to contact the Saturn Customer Assistance Center if their Retailer does not remedy the condition within five (5) days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, owners are instructed on how to contact the National Highway Traffic Safety Administration.

Defect Involved

Saturn has decided that the 1st Edition content of the 1997 Saturn Owner's Handbook fails to conform to Federal Motor Vehicle Safety Standard (FMVSS) 108, "Lamps, Reflective Devices, and Associated Equipment." The section titled "Horizontal Aim" on Page 298 of the Owner's Handbook does not specifically instruct how to adjust the horizontal aim of the headlamps for the 1997 Saturn SC1 and SC2 (two-door Coupe) model vehicles.

Saturn is asking owners and/or Retailers to place a label with the complete information on headlamp horizontal aim over the existing test on Page 298 of the 1st Edition Owner's Handbook. If the owner is not comfortable placing the sticker on Page 298, owners are given the option of having a Retailer do it for them at no charge.

Vehicles Involved

All 1997 Saturn SC1 and SC2 models in the following VIN Range will require this campaign.

Important: Completion of this campaign will occur upon the initial mailing of the label to the involved owners and Retailers. However, there may be instances in which mail is returned to Saturn Corporation as undeliverable. In these few instances, Saturn will mark the specified VIN involved as having an "open" campaign 97C04. Retailers may observe this open campaign status in their system and should address this campaign with the owner if the vehicle is brought to the Retailer facility for service on subsequent date.

It is also important to note that campaign claims will only be paid on the following involved vehicles:

  1. Vehicles in retail stock.
  2. Vehicles which have recently been traded/sold by the Owner to a Saturn Retail Facility or an individual owner and Saturn's Owner of Record database does not indicate a subsequent owner.
  3. Vehicles which for whatever reason the owner has not completed the campaign process on their own and specifically request the Retailer perform the work for them. In these cases, a customer-signed CSO should be retained for documentation, as is required for all campaign claims.

Owner Notification

Owners of 1997 Saturn SC1 and SC2 models involved will be notified of this campaign by Saturn. Refer to the owner letter included in this bulletin.

Facility VIN Listing

This list only contains the VINs of vehicles, which according to Saturn records, are in your new vehicle retail stock.

Those Retailers not involved initially in this campaign will receive a message at the top of a blank Facility VIN Listing that states: No Vehicles Assigned at This Time for Campaign 97C04.

Retailer Responsibility

All unsold new vehicles in Retailers' possession and subject to this campaign must be held at the retail facility and repaired per the Owner's Handbook label placement instructions in this campaign bulletin before owners take possession of these vehicles.

Retailers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the Retailer and arrangements made to make the required correction according to procedure contained in this bulletin.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your retail facility for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard previously identified. Under 49 U.S.C. section 30112 of the Highway Safety Act as amended, it is illegal for a retailer to sell a new motor vehicle which the retailer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your retail facility may be subject to a civil penalty up to $1,100 for each such sale.

Parts Information

No parts are required to perform this campaign. However, a Saturn publications label with corrected information is necessary. A supply of labels will be sent to you from Saturn Corporation. Should you require additional labels, please contact Saturn Publications (1-800-828-2112, prompt 3, Item # S03 98012).

Also, additional campaign completion labels may be ordered from Saturn publications (1-800-828-2112, prompt 3, Item # S03 00013).

Suggestions for Ensuring Customer Satisfaction

As you know, Saturn's success hinges upon our ability to execute superior customer support throughout the ownership experience, especially when important corrective actions such as this are required. It is imperative that every effort is made to accommodate the affected owners.

Owner's Handbook Label Placement

  1. Open Owner's Handbook to Page 298. To confirm that you are viewing a 1st Edition, please see footnote at the bottom of the Handbook Table of Contents at the front of the Owner's Handbook.
  2. Remove backing from label to expose adhesive.

  4. Refer to the illustration for label placement, and carefully place the label over the existing test on Page 298. Make sure to align the label with the existing text before placing on page.

  6. After label is placed over test on Page 298 of the 1st Edition Owner's Handbook, affix Campaign Completion Label on a clean, dry surface of the radiator core support, in an area clearly visible when the hood is raised. Refer to "Campaign Completion Label" procedure in this bulletin.

Campaign Completion Label

Upon completion of the campaign, a Campaign Completion Label should be affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. Each label provides a space to print in ink, or type, the campaign number (97C04) and 5-digit facility code of the Retailer performing the campaign service.

  1. Open your Owner's Handbook to Page 298.
  2. Remove backing from label to expose adhesive.
  3. Refer to the illustrations for label placement, and carefully place the label over the existing test on Page 298. Make sure to align the label with the existing text before placing on page.

Dear Saturn Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

There is nothing more important to us than how you feel about your Saturn. If there is ever anything that might compromise your ownership experience, we want to address it right away. . .which is why we are writing to you.

Saturn has decided that the 1st Edition content of the 1997 Saturn Owner's Handbook fails to conform to Federal Motor Vehicle Safety Standard (FMVSS) 108, "Lamps, Reflective Devices, and Associated Equipment." The section titled "Horizontal Aim" on Page 298 of the Owner's Handbook does not specifically instruct ow to adjust the horizontal aim of the headlamps for the 1997 Saturn SC1 and SC2 (two-door Coupe) model vehicles. To correct this condition, Saturn is asking owners and/or Retailers to place a label with the correct information on headlamp horizontal aim over the existing text on page 298 of your Owner's Handbook.

What You Should Do

Please apply the enclosed label on Page 298 of your Owner's Handbook (see instructions on reverse side of this letter). Please also affix the attached campaign completion label on the reverse side of this page , as outlined in step five, to the vehicle to help service technicians verify that you have performed the corrective action. Once affixed to the vehicle, this label should not be removed. If you do apply the enclosed label to Page 298, no further service is required.

If you are not comfortable applying the enclosed label on Page 298 of your Owner's Handbook, your Retailer can apply the label for you. Please contact your Saturn Retailer or the Saturn Customer Assistance Center to make arrangements for having the label applied to your Owner's Handbook.

What Saturn Will Do

We will apply a label to Page 298 of your Owner's Handbook at no charge to you.

Your retailer is prepared to perform this service promptly and with minimal inconvenience to you. However, if your car is provided to the Retailer on the agreed service date and the condition is not remedied on that date, or within five days, please contact the Saturn Customer Assistance Center at 1-800-800-553-6000, prompt 3, or for the hearing impaired, 1-800-833-6000. We will assist you and the Retailer in getting your car serviced.

If, after contacting your Saturn Retailer and the Saturn Customer Assistance Center, you are still not satisfied we have doe our best to remedy this condition without charge and within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh St., S.W., Washington, DC 20590, or call 1-800-424-9393 (Washington, DC residents use 202-366-0123).
