EMISSION REQUIREMENTS

SUBJECT: Emission Requirements for 1997 Model Year Saturn Vehicles ---------------------------------------------------------

This letter provides information on emission requirements applicable to 1997 model year Saturn vehicles. The information contained in this letter is based on currently adopted regulations. Please be aware that changes to the regulations are being considered which could impact the emission requirements in the northeastern United States. Saturn will keep you informed.

New York and Massachusetts Emission Requirements: All new 1997 Saturn cars sold for registration in New York and Massachusetts are required to meet California emission requirements. To meet these requirements, NGl "NEW YORK/MASSACHUSETTS EMISSIONS" should be ordered for 1997 vehicles that will be registered in New York or Massachusetts.

California Emission Requirements: All new 1997 Saturn vehicles sold for registration in California are required to meet California emission requirements. To meet these requirements, YF5 "CALIFORNIA EMISSIONS" should be ordered for 1997 vehicles that will be registered in California.

Emission Ordering Options: The following emission options will be used for 1997 model year Saturn vehicles.

FE9 FEDERAL EMISSIONS. Use for ordering vehicles that will be registered in all states except California, New York, and Massachusetts.

YF5 CALIFORNIA EMISSIONS. Use for ordering vehicles that will be registered in California.

NG1 NEW YORK/MASSACHUSETTS EMISSIONS. Use for ordering vehicles that will be registered in New York or Massachusetts.

Emission Bypass Ordering: An emission override option will be required in cases where a retailer orders a 1997 emissions configuration that is not legal for vehicle registration in the state in which the retailer is located. The retailer is responsible for verifying that the purchaser intends to register the vehicle in a state that permits the emissions configuration ordered by the retailer.

NB8 Required when FE9 FEDERAL EMISSIONS is ordered by a retailer located in California, New York, or Massachusetts for a purchasers who will be registering the vehicle outside California, New York, and Massachusetts.

NC7 Required when YF5 CALIFORNIA EMISSIONS or NGI NEW YORK/ MASSACHUSETTS EMISSIONS is ordered by a retailer located in any state except California, New York, or Massachusetts for a purchaser who will be registering the vehicle in California, New York, or Massachusetts.

50-State Emission Certification: Saturn does not have a 50-State Emission Certified vehicle for the 1997 model year.

EPA Policy on the Sale of California Emission Vehicles: The U.S. Environmental Protection Agency (EPA) has not yet issued its policy for the 1997 model year. Saturn expects EPA's 1997 policy to at least allow the following:

Allow retailers in California and its contiguous states (i.e., Arizona, Nevada and Oregon) to sell any vehicles that meet California emission requirements (i.e., YF5 CALIFORNIA EMISSIONS) to any purchasers.

Allow retailers in New York, Massachusetts, Connecticut, Maine, New Jersey, New Hampshire, Pennsylvania, Rhode Island and Vermont to sell any passenger cars that meet California emission requirements (i.e., NGI NEW YORK/MASSACHUSETTS EMISSIONS) to any purchasers.

Should EPA issue a policy that differs from the above, Saturn will notify you.
