The upper tilt bumper is worn.

1. Inspect and replace the upper tilt bumper if needed by performing the following:
2. Remove the upper and lower shrouds. Refer to Steering Column Trim Cover Replacement - On Vehicle .

•	Tilt the upper tilt head all the way down.

•	Inspect and replace if needed.

3. Install the upper and lower shrouds. Refer to Steering Column Trim Cover Replacement - On Vehicle .

The tilt shoes are dragging.

1. Inspect the tilt shoes. Refer to Steering Shaft, Lower Bearing, and Jacket - Disassemble - Off Vehicle .
2. Replace components as needed. Refer to Steering Shaft, Lower Bearing, and Jacket - Assemble - Off Vehicle .
