Cause	Action
The fit between the shoe and the shoe pivot/dowel pin is loose.	Replace the pivot/dowel pin. Refer to Steering Column Tilt Head Housing - Disassemble - Off Vehicle and Steering Column Tilt Head Housing - Assemble - Off Vehicle .
The shoe is not free in the slot. Both shoes are engaged on the pin at the same time.	Check for the proper shoes. Replace the shoes, if necessary. Refer to Steering Column Tilt Head Housing - Disassemble - Off Vehicle and Steering Column Tilt Head Housing - Assemble - Off Vehicle .
