The pivot pins are bound up.

1. Clean the pivot pins.
2. Inspect the components.
3. Replace the components as needed. Refer to the following procedures:

•	Steering Column Tilt Head Housing - Disassemble - Off Vehicle

•	Steering Column Tilt Head Housing - Assemble - Off Vehicle

•	Steering Shaft, Lower Bearing, and Jacket - Disassemble - Off Vehicle

•	Steering Shaft, Lower Bearing, and Jacket - Assemble - Off Vehicle

The turn signal switch wires are too tight.

1. Inspect the switch and the wires for correct installation.
2. Replace the components. Refer to Multifunction Turn Signal Lever Replacement - On Vehicle .

The tilt spring is broken or weak.

1. Inspect the tilt spring.
2. Service the tilt spring as needed. Refer to the following procedures:

•	Steering Column Tilt Head Housing - Disassemble - Off Vehicle

•	Steering Column Tilt Head Housing - Assemble - Off Vehicle

•	Steering Shaft, Lower Bearing, and Jacket - Disassemble - Off Vehicle

•	Steering Shaft, Lower Bearing, and Jacket - Assemble - Off Vehicle
